The Friendship Through Firepower Initiative was a failed program and a special training vender brought into law by Galactic President of the Polaris Galaxy, Qwark. It worked by having a citizen take a course learning how to use your weapon properly. A free GrummelNet Industries Combuster is given to those who pass the training course and a license to carry firearms in Luminopolis city limits. Only one of these special venders existed, and it's found in Luminopolis.
