Mini Qwarks were miniature recreations of Captain Qwark that appeared in Clank's subconscience. They appeared as hostile enemies for Clank to train his skills on. They appeared in several waves, although they could be killed in one swing of the Chronoscepter, later in the game they wielded Blasters.

They appear because Orvus tells Clank to imagine something or someone who bothers him or causes him stress. As a comical reference, Clank thinks of Qwark.

In Size Matters, Qwark is shrunk into a Mini Qwark, but later grows back to his original size.

Ratchet & Clank: All 4 One

Due to him being shrunk in Size Matters, Qwark seemed to have developed the ability to shrink himself as he shrinks when playing as Clank.
